Private Property Rights
You Control Your Lot.
We Enforce It.
As a property owner or manager, Ohio law gives you the right to remove unauthorized vehicles from your private property — but only when proper procedures are followed. Complete Impound & Recovery handles every step of that process professionally, legally, and on your behalf.
From the moment a vehicle violates your rules to the moment it is impounded, documented, and visible in your portal, we maintain a complete and legally defensible chain of custody. No shortcuts.

- Proper signage must be posted before any vehicle can be legally removed
- Towing companies must notify local law enforcement within 2 hours of a tow
- Vehicle owners must be able to retrieve their vehicle 24 hours a day

Three Levels of
Enforcement
Every property has different needs. We offer three agreement types, each designed for a different level of coverage. All three include the same portal access, documentation standards, and Ohio law compliance.
The Process
From Violation
to Documentation
Every tow we perform follows the same documented, legally compliant sequence. This helps protect you from liability, gives vehicle owners a clear recourse, and creates an auditable record of every action taken on your property.
Nothing happens informally. Every step is timestamped, logged, and visible in your portal.
Legal Compliance
Built on Ohio Law.
Protected by Process.
Private property towing in Ohio is governed by specific statutes that carry real consequences when ignored. Every tow we perform is structured to help protect you — the property owner — from liability, dispute, and legal exposure.
Written Agreement on File
A signed towing agreement between you and Complete Impound is required by law. This document defines the scope of enforcement, the authorized areas, and protects both parties. Every agreement is countersigned and stored on file.
Proper Signage Requirements
Ohio law requires specific signage before any vehicle can be legally towed. We audit your property’s posting and advise on placement, size, and language to ensure full compliance before enforcement begins.
Pre-Tow Documentation
Every vehicle is photographed before it is moved. This creates an undisputable record of the vehicle’s condition and position, helping protect you from damage claims and legal challenges.
Law Enforcement Notification
Ohio requires towing companies to notify local law enforcement within 2 hours of every tow. We handle this automatically — you never need to make that call yourself.
Regulated Fee Schedule
Towing and storage fees in Ohio are regulated by statute. We post all fees publicly and charge only what the law permits. You are never involved in fee disputes — those are between us and the vehicle owner.
24-Hour Vehicle Access
Vehicle owners must be able to retrieve their vehicle. Our impound facility maintains access, and our online lookup tool lets owners find their vehicle without calling anyone.
Your liability exposure is minimized when every step is done correctly. Our process is built around that standard. When a vehicle owner challenges a tow, our documentation — photos, timestamps, notification records, and signed agreement — provides a complete, legally defensible record.
Forms are submitted securely and reviewed by our team of parking enforcement experts.
